Once an agency admin user creates an account, the new user receives a "Verify new user" email. Click the link in the email, create a password, and agree to the Terms of Service to complete account setup.

Agency users should not create their accounts using the Sign Up button. All accounts for an agency must be created by an admin user from the agency.
