This option allows you to keep the program live, and even visible on your storefront, but block any new downloads or subscriptions.

Maybe you're offering bespoke training and you can't handle anymore clients, block new subscriptions until you have more space.

Head to the more menu next to the program name and click the option at the bottom, as so:

If a client tries to access a program that's been blocked they'll be guided that it's currently unavailable.

You can also turn on/off new downloads/subscriptions from the main settings area of each program too:
