Why is my client receiving "you do not have permission to access this program",

This simply means that the program is set to private and client isn't on the access list. To check this, head to the Program, select the Settings tab, scroll down to Accessibility. Here you check whether the client is on the list.

Once the client's email is added, this warning will disappear and the client will be able to access the program.

Also, clients' sometimes have more than one account or use a different email address when attempting to sign up. Perhaps they think they used a different email address the first time round. So this sort of thing would also be worth checking.
