10. User Story 7008: NIDR API implemented for New Brunswick
Description: Incident and Near Miss events for New Brunswick Pharmacies should submit to the ISMP NIDR via that new API Key.
This cron runs hourly and submits when an event is closed the first time.
If an event was successfully submitted to ISMP and then re-opened and closed again it will NOT resend to ISMP
When an event is closed, if it fails, it will make 5 attempts before stopping sending
For failed events the error shows in the event summary at the bottom and the user can re-open and close the event and this will reset the counter and re-try sending to ISMP
For successful event the confirmation number shows in the summary page at the bottom.
