In the Security center, you can add an "I agree to the terms of use" checkbox, without which registration will be impossible:

After changing the position of the checkbox, you will see the data entry field for the link to the "Terms of Use"

Enter link text
The text that the learner will see before the "Terms of Use" link
Enter URL
Terms of Use page link. It can be a link to your website or a public document
