Does anyone have any recommendations for VPN settings for teams/engineers outside the US?

Try openVPN on Azure. All you need is a micro instance with static IP install OpenVPN image or you can install Any Ubuntu with OpenVPN. The whole setup take takes 30-60 minutes and you will never have to worry about VPN again.

Or you can try Twingate, they provide VPN as a service for $5/month/user.
