To upload a custom audience:
Select "Re-engage a custom audience" as campaign goal
Choose an audience name
Upload a csv file with the list of advertising IDs you wish to target
You can choose to associate this custom audience with all your apps or only with the app your campaign is promoting.
Once a custom audience is saved, advertisers will be able to use it (only for associated apps) when creating a campaign:
Please note that campaigns that are targeting a custom audience won't have any other additional targeting options and can run only with a CPC pricing model.
