Short answer
You can create a Semantic Map offline by downloading an Excel template, filling it with your categories and terms, and uploading it back into AskTuring. Categories can be defined either before or after you upload the Excel file.

A Semantic Map organizes the key terms in your Index into Categories (typically 4–10) that help AskTuring deliver more accurate search results. One category should always act as a “catch-all,” such as General Terms.
Examples of Categories for tax-related documents:
Category 1 - Tax Types. Terms within this category - income tax, estate tax, sales tax
Category 2 - Taxpayer Types. Terms within this category - individuals, corporations, partnerships
Category 3 - Jurisdictions. Terms within this category - federal, California, New York
Category 4 - General Terms. Terms within this category - audit, filing, extension
To create your Semantic Map using Excel:
Go to the Semantic Map tab for your Index.
Download the Excel template.
Add your Terms in the first column, the matching Category in the second column, and any Alternative Words in the next columns labeled Alternative 1, Alternative 2, etc. Alternative terms are helpful, but not mandatory. For example:

Save the file.
Upload it back into AskTuring using the Bulk Upload option.
You can define Categories in advance within AskTuring, or create them directly in the Excel sheet and let the system recognize them when you upload it.
