If you've set your start page to "Title Page" in Atticus but your published eBook keeps opening at Chapter One, this is expected behavior and it's not
something Atticus controls.
Why This Happens
Almost all eReaders, including (but limited too) Kindle, Kobo, and Apple Books, are designed to automatically skip front matter (title page, copyright, dedication, etc.) and open directly at to the first chapter when a reader opens a book for the first time. After that, it will typically open to where a reader has left off.
This is a built-in feature of the eReader platform, intended to get readers into the content as quickly as possible.
