Now you might be wondering why 'checking' the Billable to Customer option is not affecting the total number of hours or more specifically, not removing non-billable hours from your total of actual hours (Act Hrs).
The way this checkbox works is, if Billable to Customer option is checked then Billable Hourly Rate will be used, which basically means that all timesheets that are not billable will be calculated with '0' rates (given they are not billable); but, regardless, they will add to the total of Actual Hours (Act Hrs).
Note: "This parameter does not reduce the number of hours reported in Actual Hours (Act Hrs) to only hours that are billable, i.e. does not subtract non-billable hours from the total."
Aside from the hours, all the financials are calculated based on the billable rates set up for customers.
