On the penultimate step of your checkout, when customers enter their details, they are asked:
"Sign up to the newsletter to occasionally receive news, promotions and event information. You can unsubscribe at any time."
You can edit this text to phrase things differently, or give them a URL to signup to a newsletter elsewhere.
To do this go to Services > Settings > Newsletter Signup and enter your preferred text.
