Yes, but the administrator needs to give the member a special right to do so. Click on the settings menu

on the sidebar and select the "Invite new members" item under the "Access control" panel.

Open the panel and click "Edit access". Next select the member(s) or team(s) that shall be given the right to invite others and click "Save.
