You can add an overall discount to your bid at the line item level by entering a negative value in the rate field. You can also create a “Discounts” category and then put types of discounts as line items. For example, I have a “Discounts” category in my item catalog and in that category I have a “Friends and Family” discount and a “Repeat Customer” discount. I add those to a job if I want and then put a negative value in the “Rate” field.
