If you are trying to add the card via in-app instant provisioning, please try adding the card manually.
If the problem persists, make sure you follow the steps below:
Please be sure entered your card information correctly.
Please make sure you are using a phone with a US SIM card.
Please make sure to fully update the wallet app in the app store.
Please ensure biometric/passcode lock is enabled on the Phone.
Please try restarting the phone and reinstalling the wallet app.
Please make sure on iPhone, the device and Apple ID region is set to 'United States':
Settings → General → Language & Region
Settings → Click on Name → Media & Purchases → View Account → Country/Region
