As a Team Lead, you are able to determine which of your Team Member(s) have which permissions.
Manage Individual Team Member Permissions:
Navigate to your settings
Click into Team Members
You can select which team members you wish to edit permissions for by check marking your Team Members on the left side of the screen
Next click on the key icon at the bottom right to edit their permissions
Simply select the drop down menu next to each permission to set to default, or to grant or revoke that specific permission
