Step 1: Log into your Bound account and click your State Association icon on the far left column.

Step 2: You'll find the Rules Meeting under the Forms header for your activity, along with any other forms to be completed.
NOTE: To access the rules meeting you must have a Bound user account and be an admin user of a school in Bound. If you can login and manage things like rosters, enter scores/stats, etc, then you can access the rules meetings. If you don't have admin access to your school - please reach out to your AD.
