First, you should know that there might be two reasons why you need to ‘Request Access’ to a BowerKit:
The BowerKit has Access Control turned On
The BowerKit is incomplete or inactive
When you Request Access to a BowerKit, its owner will receive an alert message telling them to Activate or grant access. Once they do this, you’ll receive an alert letting you know that you have been given access. You can now view the full BowerKit and probably download its content.
It may happen that you only have 'View' access or 'Low-res download'. In this case, if you find the project interesting and want to publish with high res images, you should message the owner.
On the other hand, you will also receive an alert if the BowerKit’s owner denies your access. This is not often, but it may happen. You can always contact the owner for more information.
Finally, if you have been waiting for a long time to be given Access to a specific BowerKit, and haven’t heard back, it might be that the owner has unsubscribed and unable to activate their BowerKit.
