This could mean two things:
A BowerKit has not yet been completed and activated.
The BowerKit has Access Control turned on.
If you are a journalist, you can request access to view and download content from the BowerKit. This will send an alert to the BowerKit owner instructing them to activate or grant access.
Once you've been given access, you will receive an email alert with a link to view and download.
