In the personal Workspace, users can create Send Items orders from shops available in their Workspace. However, the Kits feature is not available.
To use the Kits feature, you need a Company Workspace. Users can:

Can view Kits and Send Items created by other users in the company Workspace
Can manage Kits and Send Items Kit orders created by other users in the company Workspace
Limitations
Owners cannot view Kits, Send Items, or orders created by other users while they are still in draft/incomplete state.
Kits & Send Items Permissions for Company Workspace Admins with Custom Permissions
Admins with 'custom permissions for Kits & Send Items' can view and manage all kits across the Workspace, similar to Workspace owners.

Can create their own Kits and Send Items
Can manage their own Kits and Send Items orders
Can view Kits and Send Items created by other users in the Company Workspace
Can manage Kit orders created by other users in the Company Workspace
