This error indicates that the user has not reset the password for the first time.
โ€‹
When a new user is created, there is a field to enter the email ID of the user. When the email ID is entered, and the profile is saved, a user registration email is sent to users to activate their profiles.ย 

If the user does not click on the link in the email and reset the password, he/she will get this "Not Activated" error.
