Why can't my caregiver add an unavailability for her vacation?

Caregivers cannot create an unavailabilty if they are already scheduled to be at a client's.  An agency user needs to make the schedules "open", by removing the caregiver from the schedule for those shifts, and then the caregiver or agency user can enter the unavailability to prevent someone else from assigning schedules during the unavailability period.
