No. As soon as you earn ETH you are free to use it and attach a bounty to a new post, tip other comments or withdraw it to your authorized ETH address. 

If you want to withdraw your ETH and send it to your authorized ETH address, click 'Account' under the Menu then 'Balance' before clicking 'Withdraw' and entering the amount of ETH you would like to withdraw.
