First make sure you are in the text editor below the bounty post. Next click on the image icon in the bar immediately above (i.e. the icon that looks like a mountain & sun). You will then be prompted to access your pictures. If you do not receive a prompt, the issue may be that you have not yet authorized the browser/app you are using to access your media files. Check the browser/app settings before trying to upload the image again.
