State Training Program:

In Hawaii, the regulation of alcohol service and the requirements for responsible server/seller training are determined at the county level, leading to variations across the state. While the State of Hawaii does not mandate a uniform training program, several counties have established their own specific requirements:

Honolulu County (Oahu): The Honolulu Liquor Commission mandates that all managers, assistant managers, and bartenders in establishments serving alcohol obtain a liquor card. This involves completing a commission-approved training program that educates individuals on state liquor laws and responsible service practices.

Maui County (Maui, Lanai, Molokai): In Maui County, it is required that at least one certified alcohol server be present during all operating hours of establishments serving alcohol. This ensures that there is always a trained individual on-site to oversee responsible alcohol service.

Hawaii County (Big Island): The Department of Liquor Control for Hawaii County enforces regulations pertaining to the sale and service of alcohol. While specific training requirements may vary, it is generally encouraged for servers and sellers to undergo responsible beverage service training to promote public safety.

Kauai County: Kauai County requires managers and assistant managers of liquor establishments to obtain proper certification. This involves understanding both state laws and county-specific regulations governing alcohol service.
