How to Register for Utilities Access

Step by step instructions on registering for a Utilities Access account to pay your utility bill online.

Utilities Access is the new public utility account management and payment portal for the City of Pinellas Park. Utilities Access allows customers to make a one-time payment on their bill without signing in, or register for an account to manage and make payments for their utility billing account. If you have a community access login with the City of Pinellas Park already, you can simply sign in. If you do not, please follow these registration instructions.

1. From the City of Pinellas Park website, click the Pay Utility Bill button

2. This will take you to our new Resident Access customer portal

3. Click on the Sign In / Register button in the upper right hand corner

4. On the “Sign in to community access services” screen, sign in using your email address or previously registered sign in method. If you do not have an existing community access services account, choose “Sign Up” at the bottom of the screen.

5. After clicking “Sign Up”, enter your email, first and last name, phone number (optional), and create a password. Then click the “Sign Up” button.

6. The email address where you registered will be sent an authentication code. Enter the code sent to your email address, then click Verify. Emails will come from Community Access Identity (noreply@identity.tylerportico.com).


7. After your account is activated, you will be able to log in.

8. Add your utility billing account to your profile by clicking the Add Account button.

9. Enter your Account Number and Customer Number, then click Add Account.
