Which foreign nationals can open a wallet and which operations are available to them

Here is what is available to foreign nationals in the CityPay crypto-wallet in the Paynet app.
Who can open a wallet
Foreign nationals can open a CityPay crypto-wallet through the Paynet app if they have a PINFL, successfully complete identification and meet the other terms of service.
Opening a crypto-wallet also requires a permanent place of residence. If this information is missing, an error may occur when opening the wallet.
Which operations are available
Foreign nationals who have a CityPay crypto-wallet can store, receive and send supported crypto-assets, subject to the established limits and terms of service.
Buying and selling crypto-assets through CityPay in the Paynet app is currently not available to foreign nationals.
