XLM wallets need to be activated before XLM can be sent to the wallet. An amount of 1 XLM (depending on the wallet provider) needs to be sent to the wallet to activate it. This is known as the reserved amount and is locked.

If a small test amount of XLM is sent to a wallet address that hasn’t been activated, the crypto withdrawal will fail.
