Restricted Users are unable to add Project Labels to Projects they create or are assigned to.

FAQs
Q. What are effective uses for Project Labels?
A. Project Labels are best used to add context or attributes to individual Projects, not to group multiple Projects together.
For organizing large jobs with multiple locations, units, or phases, Project Groups are the recommended solution. Project Groups let you bundle related Projects into one unified view and see progress across the entire job in one place.
That said, Labels are still helpful for things like:
Indicating a Job Status (e.g., Active, On Hold, Complete)
Identifying the type of Project (e.g., Residential, Commercial, Warranty)
Quickly filtering Projects using the mobile Sticky Filter
If you’re managing a large, multi-part job (like an apartment complex or neighborhood), use Project Groups to organize the Projects themselves, then use Labels and Tags for additional organization within that structure.
