Legacy National Estimator and Site License are retired

After 25 years of service, we needed to retire the installed Windows-based National Estimator software product due to Microsoft's technical hurdles. The new National Estimator is a Cloud-based service that'll work on any Internet device. Cloud cost data is updated every 3 months.
