If a backer has not completed the survey, you will not be able to locate them on the Shipping Product Export as they have not made their product selections or configurations. 

You will need to run the 'Export Summary' which will provide all the information we have on that backer, including their name, email, address (only if imported from Kickstarter or Indiegogo), their pledge level and the amount they pledged. 

You can choose to fulfill these orders if you have enough information to send to fulfillment.

Simply set the export filters to Invited and then In Progress. 

Invited = Backer has not opened the survey
In Progress = The survey has been opened but not completed
