Go to https://developer.apple.com/account and log in.

Scroll down to "Membership details", and click "Update your information"

A window will appear with two choices. Select "Transfer Account Holder role".

And click the blue button.

A new window will be displayed where you can select a person. Select the person you want to take over the developer account.

And then press the blue "Transfer" button.
