You can save the SVG as a PDF (and make changes to the SVG) using the free program Photopea.

If you wish to make any changes to the file before saving as a PDF (such as the page size, image size, or colors), instructions on how to edit the SVG can be found at the topic below below:

Follow the instructions above to make any desired changes to the SVG file.

If you don't wish to make any changes to the file, you can just use the original SVG file.

In either case, to save the SVG as a PDF, visit the instructions linked below. Follow steps 1 through 8, then if you don't need to make any further changes before saving, jump ahead to step 37 to save the SVG as a PDF.
