If the pre-sales do not generate enough funds to start production, you have several options:
If the campaign has been running for less than five months, it can be extended
The campaign can be cancelled and in this case customers would all be refunded, free of charge
You can pay the remaining production costs that aren’t covered by the pre-sales, and use/sell the the remaining stock as you please
