This error means that for some reason it is not possible to either connect or run the application.
The reasons for this can be:
Unstable internet connection
Unavailability of the download source from the current connection (ISP)
Enabled VPN or similar software (applies also to point #2)
Installed antivirus blocks the download of necessary files by its monitoring without issuing an alarm, or mistakenly identifies the files as a threat, which is false
The desired files cannot be accessed or are occupied by another process

Such errors are network errors, and you can try to solve this problem also by changing the network\connection
✅ Option #1
You should try to install any VPN available in your country and on your operator, as an example 1.1.1.1.1 and PlanetVPN
Procedure:
Close Dolphin{anty}
Install VPN
Start and enable VPN
Start Dolphin{anty} again and check the connection

Try changing the access point (WiFi) to another one, preferably from a different provider, or try connecting to a mobile hotspot, which can be shared from your phone and mobile internet. Then, re-launch Dolphin{anty} and check the connection.

✅ Local API Error: EBUSY: resource busy or locked - The reason and solution are quite simple. Either you have a process of the application itself hanging in the background, and you should open Task Manager (using the Ctrl+Alt+Delete key combination) and terminate all "dolphin_anty.exe" processes, then try to start Dolphin{anty} again. Or simply restart your PC and try to run the program again.
