Some people choose privacy settings on LinkedIn that make it so that any one of their connections (eg you) can not see any other of their connections (ie everyone else they're connected to).
So while you can't see that this person is a valid path to your Target on Draftboard, you also can't see that you this person is a mutual connection of yours with the Target on LinkedIn itself (test it yourself to verify!).
