Checking if you have the right permissions on Google Play is a fairly straight-forward process. If you can't check it yourself, you can also ask your account admin to follow the steps below and verify this information for you.
1) Login on the Google account that you're planning to use
2) Go to Users and Permissions under your Google Play account
3) Click on your email address
Check if your permissions: (1) View app information; (2) View financial data; (3) Manage store presence
