Tips for China

China now accepting Professional Equipment and Commercial Samples in addition to Exhibition and Fairs. For all hand-carried goods, after presenting a Carnet for customs validation at the airport, the holder/representative must visit a CCPIT/CCOIC office to complete the data registration process within three days of entry. Blue counterfoils are needed for China and there is an additional fee that will be administered to the cost of the Carnet.

Please be advised of current policies regarding ATA Carnet imports and transits in China.

  1. Intended use : China accepts ATA Carnets under the Exhibitions and Fairs designation, which includes similar events and demonstrations.

  2. One set of blue transit counterfoils : Necessary when moving goods from the port-of-entry customs to another inland customs office within China.

  3. Electronic Data Registration : A requirement by Chinese customs on the ATA Carnet:

    1. Freight shipments : It is the responsibility of the customs broker or freight forwarder in China to complete the data registration process with CCPIT/CCOIC (the Chinese National Guaranteeing Association) prior to customs clearance of the goods. Your local representatives may visit www.atachina.org (website in Chinese) for more details.

    2. Hand carries : Chinese customs will stamp the ATA Carnet; however, the Holder must visit CCPIT/CCOIC to complete the data registration within three working days.

  4. Extension beyond 'Final Date of Re-exportation'

  5. Vehicles subject to import licenses:

    1. Vehicles entering China for an exhibition or fair must be re-exported immediately, or obtain an import license issued by the Ministry of Commerce in China.

    2. Used vehicles or right-rudder vehicles need to obtain approval before entry into China.

  6. China customs accept ATA carnets under use of sporting goods as of 1st Jan 2020. Sports requisites and other articles for use in sports contests or demonstrations or for training could be cleared under ATA carnets.

  7. As of January 9, 2019, Carnets entering China are no longer restricted to six months.

  8. The final date of re-exportation will be the same as the expiry date of the Carnet.

For carnets with different intended uses, the supporting document varies:

  • Exhibitions and Fairs: copy of exhibition registration form (the most effective one), copy of exhibition booth confirmation letter/invoice, etc.

  • Professional equipment: approval letter issued by relevant government department (if any), or contract/agreement (indicating the carnet holder's name and the details of the activity), etc.

  • Commercial Samples: approval letter issued by relevant government department (if any), or contract/agreement (indicating the carnet holder's name and the details of the activity), etc.

  • ATA Carnets travelling to China should be completed in English and accompanied by a translation of the general list in Chinese.

  • Customs clearance of unaccompanied goods under cover of ATA Carnets will have to be carried out at the entry and exit of the Chinese Customs territory by a licensed agent or a company qualified by Chinese Customs to perform such activities.

  • For ATA goods, transported as freight goods, broker shall contact with CCPIT/CCOIC for electronic data registration before declaring to China Customs. For hand-carry goods, holders may undergo paper verification by China Customs firstly, and then go to CCPIT/CCOIC for electronic data registration in the following three working days.
