Tips for Israel

In order to obtain the relevant approval for the import of any broadcast or communication wireless equipment (excluding those listed below), carnet holders need to apply to the Israeli Ministry of Communication. Contacts: Hezi Naor - 972 03 5198266 or Moshe Galili - 972 03 5198281/2. (Feb.2003).

  1. Cellular phones included in the list published by the Israeli Ministry of Communication;

  2. Computerized communication equipment at 2.4 GizaHz only;

  3. G.P.S. receivers for geographical measurements.

The temporary import of “Amusement Park” devices of all kinds requires the approval of the Standards Institute of Israel. Carnet holders can apply directly to Mr. Tal Kahane - Tel: 972-3-6465154/Fax: 972-3-6465058. This applies to devices classified under tariff no. 95.04 and 95.08. (Jan. 2006)

Effective January 15, 2015, a new regulation concerning diamonds imported under cover of ATA carnets entered into force. In this context, the carnet holder has to:

  • Approach the red (‘Goods to Declare’) Customs line to register, pack the goods into a secured plastic bag and have the carnet validated.

  • The imported diamonds are then transferred to a representative of one of the three authorized secured forwarders for customs clearance: D2D, Malca-Amit and Brinks. Note: It is the responsibility of the traveler to schedule the meeting with a representative of the selected secured forwarder at Ben Gurion Airport.

  • The forwarder’s representative will proceed with customs release at the Diamond Exchange located in Ramat Gan (only port entitled to release diamonds).

  • After clearance, the diamonds are returned to the carnet holder.

If importing jewelry and watches of any kind, photos must be attached to the carnet. (May 2006).

Replacement carnets to extend the validity of an existing carnet are not accepted by Israeli customs.
