Discount feature: Adding back dealer fee option

New feature when creating a discount that will add in the dealer fee so that the discount gets adjusted by the dealer fee and the System Cost doesn't change. Examples of each type of discount below. A couple partners have asked for this because they feel that if we don't add the dealer fee back (or subtract it directly from the System Cost before dealer fees), then the customer is not getting full advantage of the discount.

But the reason why we can't deduct it from System Cost before dealer fees is because per Truth and Lending, we need to show the project cost the same once it is shown to the customer and doing this way will show that the System Cost changes due to dealer fees.

Fixed Discount example:
The VeteranDF-Fixed discount was created as a flat discount of $1000. But in this deal, we are adding back in 12% to account for the dealer fee. Compare that to the Veteran-Fixed discount that DOES NOT have the feature enabled, which stays at the flat $1000.

PPW off Discount example:

VeteranDF-PPW-off was created as a $0.25 ppw discount with the feature turned on. In the deal, we're accounting for the 12% dealer fee.

Percent off discount example:

The VeteranDF-PPWoff discount was created at a flat 10% discount with the feature turned on. The discount still shows as 10% because we wanted to ensure that the discount is applied directly on the System Cost after dealer fees applied, so the calculated amount is correct but the value of the % stays the same.
