If a setter comes into chat saying they are unable to view deals that they are assigned to first check the deal to make sure the setter is actually assigned to the deal, and then the user's sales rep settings to make sure the office they are assigned to is the same office that is assigned on the deal.

If this matches, make sure they are viewing their setter dashboard and not their sales rep dashboard. They can access that by clicking on "Setter" and then "My Leads." All deals that they are assigned to as a setter will show up on this dashboard.
