The rep chats in with a permission error when trying to complete a change order.

With this being a permission's issue, I would advise that the rep reach out to their Company Admin to ensure they are indeed supposed to have access to the change order feature.

If the Company Admin is in chat asking how to set the rep up for this permission, you can do so by going to the rep's profile and checking "yes."
