Answer:
Currently, in Event Temple, Menu Items will have a quantity behaviour when they are part of a package.
When a menu item is included in a package you are able to apply a quantity behaviour, per person or flat.
Menu items that are not part of a package will always have a default quantity of 1 and will need to be updated if the number of attendees changes.
