Who directs and funds cost-effectiveness studies?

Statewide cost-effectiveness studies are directed by the California Statewide Codes & Standards Program in order to help California local governments make reach codes. This program is funded by California utility customers under the auspices of the California Public Utilities Commission. It is implemented by Pacific Gas and Electric Company, San Diego Gas & Electric Company, and Southern California Edison Company.

Sometimes, individual cities or counties commission their own study before adopting a reach code. These studies typically do not cover all climate zones in a state.
