For your policy requirement to be considered cost-effective, there must be at least one cost-effective way to achieve that requirement. Due to this, the maximum score that your Target Score can be set to is determined based on the measures used as the basis for your policy. During the policy creation process, you decide how these measures are selected - either including all cost-effective measures, or individually selected measures.

With either method, the energy savings expected from all chosen cost-effective measures for a single unit represents the Max Cost-Effective Score for that building type and vintage.
