Restricted admin defines a user which is not an admin but is able to manage any user who has less than or equal access rights as himself. The setting for marking given user as a restricted admin can be found at the bottom of the user edit page (see picture below).
By checking the checkbox “Can manage users” given user gains access to edit other users who have less than or equal access rights as himself.
These access rights can be used efficiently for giving for example Area managers or Country managers the ability to edit the users within their Area and Country respectively.
If restricted admin has a role, the user must also have a role and restricted admins own places must contain the users own places.
If restricted admin doesn't have a role, the user must also not have a role.
In both cases restricted admin can only give the user access rights which are less than or equal access right as themselves.
Examples
If we think of the restricted admin's user rights (what they can report, view, edit, assign etc. and their own places) as a bubble in a Venn diagram, the restricted admin can manage users whose bubbles fit completely within the restricted admin's bubble.
In this example, Jessica is able to manage Bob, since his access rights and places are all within Jessica's access rights. She is not able to manage Mitch, despite him having one place (Iceland) within Jessica's territory, he is also the country manager for Ireland, a place that Jessica does not administer as the regional manager for the Nordic and Baltic countries. Similarly, Jessica would not be able to manage Iris, if she as an HR manager has access rights that Jessica does not, despite them having the exact same places.
Troubleshoots:
What if I can’t see other users
If you can't see others users, it means either you don't have the same role or you don't have same access rights to places or categories --> This can be fixed by updating the correct user role + places + categories.
What if you see too many users?
If you see too many users it means you have too great access rights or wrong role or too many places --> This can be fixed by updating the user setting to match what is equal or less than the admin. It is also possible that some the users you can see have been added with the incorrect role and/or places.
