At the moment there isn't an automatic way for a scenario to 'become' the base. But it is possible for the budgets in a scenario to be easily moved into the base scenario and your forecast will update accordingly.
Any base budgets can also be moved into any scenario.
This can be done quickly by clicking on the 3 dots beside the budget name as shown here
