If a payment is going to be delayed, and the budget has to be moved to another month this can easily be achieved.

Firstly, click into the account where the budget exists and click into the budget. On the budget edit screen simply click the date of the budget that needs changed and adjust to the relevant date. This will shift the budget to the new date, and if moving months it will show in the new month.
