You can add plan budgets directly at plan level as well by visiting a plan page. Once you are on a plan page you can see an ‘Edit’ button on the right hand side of the plan info. header.

If you click this it will enable edit mode on the ‘Plan Budget’ field. From here you can add/edit the value and click ‘Save’ to make your changes.
