What is a Certificate of Completion (COC) and Where Does It Come From?

A Certificate of Completion (COC) is an important document issued as part of the solar installation process. It confirms that your project has passed final inspection and meets all local codes and safety requirements.

Who Issues the COC?
The Certificate of Completion is issued by the Authority Having Jurisdiction (AHJ). This is typically your local city or county building department, which is responsible for inspecting and approving construction projects, including solar systems.

Why Is the COC Important?
Receiving the COC means:

  • Your system has been officially inspected and approved.

  • You are one step closer to Permission to Operate (PTO) from your utility provider.

  • It ensures the installation complies with all applicable regulations and standards.

What Should I Do If I Haven’t Received My COC?
If you're waiting for your COC:

  • Rest assured, your project team is working closely with the AHJ to schedule and pass the final inspection.

  • In some cases, there may be delays due to local scheduling or documentation requirements.
