Teams permissions allow workspace members to edit teams they are in.
Teams permissions do not control what members can do when a project or content is shared with the Team. The Teams Permissions are for editing teams only!

The original creator of the team is the admin by default
Can add members

Can change the team name
Can delete the team
Can see any data shared with teams they are a member of - specific permissions are set when the content is shared
Can share content with the team if they are a admin of that content
